You get one automatically after every 16missions you do.

i wanna know at what stations they reside, just like the level 2 storyline agents

All storyline agents are level 1 but when you complete 16 missions of a particular level (1 thru 4) they will give a storyline mission of that level.

Agent Database sites:

The above URL's will show where all storyline agents are located for a specific corporation and or Faction, then locate regular corporation agent either in same system or 1 to 2 jumps away from one of the corporation storyline agents. Make sure there's no other Faction storyline agents in a different corporation located closer.
This will help you to receive max standing increase with storyline mission offers from the same corporation that you're currently doing regular missions.
To keep track of amount of missions completed:
Open Character sheet - Standings section - 'Liked By' tab - Right click on the Corporation and select 'Show Transactions' to view the Date, Time, Mission Name and amount of missions completed.
If you forget which one was the last storyline mission completed, just right click on the Faction and select 'Show Transactions' to view the storyline missions completed. Then compare Date, Time and Mission Name listed with the Corporation Transaction list.
