I am able to fly both ships but was wondering which one is the best?

I'm not a fan of the Manticore, primarily because of the miserably poor damage type. 3/4 of T2 ships receive a bonus to their kinetic resist, it's not a very attractive option on T1 hulls either (40% shield resists and 25 or 35% armor resists are rough.)
It's decent as an ewar platform, but I still prefer the Purifier's slot layout and additional powergrid. Your mileage may vary.

i think it depends greatly on what the intended target is
if you are after 0.0 ratters see what damage the rats do and take something else as the ratters will be heavily tanked against that :D
after that i think it is mostly personal preference that counts i like my manticore even tho i can fly a hound as well mainly cause of the med slots
on the other hand a hound has more low slots helps for deep 0.0 ops where i fit a small armor rep so i can keep going after i get shot in armor

as the answer always for which is the best is matar so in stealthbomber class it is the hound thx to the biased unbalancing team

As been mentioned, the intended target is the second most important part of it. The number one most important part is what the rest of your fleet is flying. If you're going solo I've had better luck with the purifier, if in a gang with ewar-reliance the manticore is obviously better.
If I had to chose one, it'd be the purifier. Parrots, commence!

Purifier is the best if you are solo hunting ratters. If you go anywhere but Blood/Sansha space, everyone will have big EM holes and it has great fitting.
Hound is second best for solo hunting, especially vs all the armor BS just avoid Angel space.
As for gangs and fleets, for small gangs, they all have their uses, you can fly a small gang with RSDs in which case Mantis can be incredibly effective. In larger fleets that depend more on bomb alpha, then Purifier is best sheerly for the damage type.

on fleets, everything but nemesis, unless you want a disposable scorch bomb launcher.
hound and purifier are kinda tied for first, manti isn't a good bombing bomber, but it's a nice makeshift ewar boat, and forget about the nemesis if you can fly one of the other three. ---

Go hunting ratters in Sansha/Blood space and see whether the Manticore does better than the Purifier.
The Manticore also has great fittings and 4 midlsots and great agility.
That said, the correct choice of which Bomber to train for is "all of them". Once you've skilled up for one, you're only a single rank 2 skill away from each of the others, and the racial damage type bonus is so overwhelming that you'll usually want to pick which bomber you bring based on that.
And training up all the racial frigates to 5 opens up so many other excellent ships. To my mind it's a much better SP investment than, say, a single Battleship 5.
