I'll give you that, it's a purely selfish desire to inflict damage. But being a cloaker yourself, don't you have that same desire? Do you want to want to just sit around, drooling until you get a chance at that single indy mining, or do you want to throw a little action in there.
Thing is... that pretty much sums up the combat capabilities of the entire line of cloaky ships, bar T3s. They are not MEANT to engage in direct (much less fair) combat the same way other ships are as evidenced by their lack of tank, speed, DPS or all of the above.

Not all cloaky ships are in an enemy system to kill. Some are there just to gather intel. This requires a person to sit, wait, and watch the gates, station(s), and report/follow any inbound/outbound fleets.
Even "bombing fleets" will be severely affected by this as it usually takes A LOT longer than 15 minutes to slowboat around an enemy fleet to set up a proper bomb run.
With your "cloaking pulse" said fleets will bring the "decloaking pulse" with them, set it off without warning, and have fast locking sniper ships make quick work of the cloaking ship. Large fleets will make it a requirement to bring the "decloaking pulse" just to make sure they can't/won't be followed or outmaneuvered.

Hmm by this, I'm understanding the the hostile group already know's where you are. Negative, it would just remove the cloak, they would still have to scan you out in a limited amount of time. IF your stupid enough to be hanging out by a fleet which could happen for legitimate reasons actually, or 0 at a planet, or by a station, well honestly you deserve to die. Cloaking should be about being smart not just because you can.
Welcome to the new age of probing. You put out all your probes and begin a scan. Right before the scan cycle ends, set off the "decloaking pulse." Congrats, you now have pinpointed a cloaking ship in under 5 seconds and your probe equipped interceptor is en route.
And yes, the probing mechanics have been changed to allow this. It's already being done with sniper ships that just come out of warp. They are effectively "probed down" as soon as they land.
And, as mentioned before, it severely nerfs recon/intel missions where a cloaking ship is keeping "eyes" on an enemy fleet. _______________________
