Quote: When an alliance is born, it is considered "recognised" by CONCORD. CONCORD should then designate a system (similar to a wormhole system) to the alliance. This system is not contestable i.e. no one can capture this single system as it is a base of operations for the alliance. The system itself will have limitations, such as : Inability to build super-capital ships, Inability to deploy cyno jammers. Limited Asteroid Belts, The system has a large maitanance fee which gets paid to CONCORD by all corporations(ISK sink), The alliance can no longer be maintained by one (holding) corp, as an alliance is considered a collection of corps, thus ownership of a system can not be declared by one single 2 person corp (this means there is a minimum head count taken into account.)
The advantages of this system is: You can deploy more than 1 outpost in a Headquarter system, You can deploy gate sentries, You have belts with NPC rats to kill, It cannot be captured so even if you loose conquerable space, you still can live in a null sec, type system.
If you consider the above concept, the following could potentially follow. Sovereignty based on cultural influence. I have thrown this idea around before. Sov should not only be determined by the TCU's or majority of moons owned (previous sov mechanic) but should be based on the planets/ potential population of planets. This means that you cannot own sovereignty beyond your alliances own influences. Eventually the farther your sov is, from your headquarters, the influence of your alliance will diminish. This has been done in other games before.
This means that alliances or coalitions can no longer consume all sov space as there will be limitations to how much ISK can be spent on maintaining alliances sovereignty as well as influence constraints (you may have to pay planet populations off for obedience, or you may have to show through power your domination). The hope is that power blocks owning the majority of 0.0 will become limited and regional benefits of ISK and strategic resources can be dispersed fairly amongst alliance.
