Was passing by Scolluzer at this time, when i saw Naal Morno killing and looting rats that was not belonging to him.
It have been said before that the Blockade mission should be moved, and this just proves it again.
Watch out for this scumbag of a thief in the future

Simple solution; Move to Low Sec and pop the loot thief before he pops anything. The Sec status you will lose in minimal and easy to get back trough level 4 missions. ---------------------------

This is a very good idea an id like to recommend Reblier as an Excellent location for such missions Pll there are friendly an helpfull.
But if u dont wish to taste the hospitality that low sec systems can offer u then id point you towards the nice option Eve incorporated into the game a long time ago. WAR!
Yes if u dont like ppl stealin your cans or killin your Rats.. War Dec them an see what kinda loot they drop instead.

If you weren't so blinded by the desire to get everyone and their dog out into 0.0, you'd see that:
1) Anyone who engages in that kind of behavior would gank you while you were fighting the rat (since you have agro and they don't) - and don't tell me they wouldn't, cause it's happened to me too often in too many mmorpg's
2) This is a structural problem caused by poor design on CCP's part. Whether or not you can do a work-around by going into 0.0 or not is completely besides the point.

There's a reason this expansion was called 'Exodus'.
Such things as gankage and theft occur whether you want them to or not, it's all part of the thrill of the game. People need to rediscover what this game was designed to be before risk & reward became completely screwed with L4 kill missions.
In this game's original concept, PvE was supposed to play a minimal role, not take center stage and balloon the economy out of control.
And yes, it is poor design on CCP's part. L4 missions need to be revamped to work more towards this original concept... before inflation becomes any more out of hand than it is. ----------- Fighting for the ideals of freespace, posthuman ethics, and rock & roll. |

Come on!  LvL4 are fine as they are, finally something to do in empire, make some money and have fun. They still require good skills (not any guy in a Raven can do them) and there's a risk, maybe not much, but there's a risk.

Better yet send out the concord ghank squads, or some nasty Gallente battle squad to clean out 0.0 and some of the carebears will come to 0.0...
Free-form Professions, ensure no limetations on professions. Be a trader, fighter, industialist, researcher, hunter,pirate[/i] or mixture of them all.

The base of your idea is very sound. Increase the rewards in 0.0 space and people WILL go there.
Increase the risk along with it, and people will stay in empire.
0.0 space has the additional risk imposed by players, so CCP would not have to touch the risk factor at all!

how does this fix or even remotely address the issue?
the problem is predictable mission spawn points. nothing else. mission-stealing will happen in any security as long as there is a set place for a mission to spawn, such as 'at stargate'.
there is a fine, but dissasterous line between a fart and a shart. i suggest you make sure which side you want to be on... |

Simple:
I think you're blowing it our of proportions, but apologies for intervening in your mission.
I noticed couple of alone BSes and was in Zealot...
So I warped in and started poking one, before I noticed it died...
Sorry for that...
Next thing I notice is him cancelling his mission and starting calling me names.
No reason to be calling me thief etc as you should know better rats drop nothing in empire agent missions.
I will escrow you some stuff I got from my own mission, one basci RCU and 100 AM M ammo...
Your Heavy Neutron Blaster II perfectly strikes Serpentis Chief Sentinel, wrecking for 660.4 damage.
