When an incursion arrives in a region, does it have a time span? Or will it stay forever if nobody kills it ?
Also, the penalty/side effects. How and when do they devolve ?

The variation of an Incursion is limited, how limited depends on a ton of variables and on an algorithm we don't know.
What I can tell you is the evolvements.
Established (lasts a few days) -> Mobilizing (again lasts a few days, up to 3 I believe) -> Withdrawing (supposedly lasts about 24 hours and then the incursion disappears with a loss of all LP).
What I think we can assume based on observation is that incursions that have a very high red sansha influence for a long period of time will mobilize and withdraw a lot quicker than incursions that are being fought in. It seems very natural since the sansha presence is not being disturbed by capsuleer forces thereby allowing them to do whatever they please without much resistance.
At 100 % blue capsuleer influence the damage and resistance penalties are disabled, meaning that all capsuleers will have normal ship attributes. Cyno jamming and 50 % mission rewards are still in effect...

In highsec they last until the people who are farming them get worried that itÆll despawn and they lose all that lp. Personally I think they should despawn 5-8 hours after the effects hit 0%. Devs worry about too much isk faucets and then go and put in an isk Niagara Falls.

Sansha is trying to gain control of various systems within a Constellation.
Yeah, it should last from a few days up to a week.
The Incursion penalty's are probably being removed a bit too quickly though.
