Here's what I'm looking for, and here's what I'm willing to pay for it. I'll make you a final offer once I see your char's skills, but here are some general guidelines:
Vargur pilot - 5 bil
+ trade skills at Lvl 4 - +1 bil
+ able to fly a Freighter - +1 bil
+ able to use T2 scout drones - +500 mil
+ loot reprocessing 97.85% efficiency or higher (Refining 5 and Refinery Efficiency 4 or more) - +500mil
Please note that 8 bil is my max budget here. If your char is high SP (i.e. has more to offer than these things I listed above), and you think he's worth more... well, he might be. However, I'm not your guy. I have a specific need, and I'm not going to pay extra for stuff I don't care about

I got here Vargur pilot but currently his price is 10b
He has gunnery finished and all fitting skills.
Also Faction standings for all Gallente and Minmatar lvl 4 Agents.
Just have a look. Maybe you'll like it.
