I recently gave EVE another try after being inactive for a few years.
When I loged in I made my character's face. I was happy with it at first but as I was walking around in the station I noticed a few tweaks I wanted to make. I went up to the mirror only to discover I can only change basic things like hair style and such. Is it not possible for me to tweak my character any more? Does New Eden not have plastic surgery?

Currently no. Maybe it will be introduced as a feature later, but something tells me that you'll have to pay AUR to do it. |

The defining features of your avatar cannot be changed, i.e. basic face lines and body built. You can change hair style, hair colours, probably body modifications, aging and scaring (not sure about these).
The lighting of the CQ can make a face look scarily different, especially because it's mostly shadows, with a couple overlighted spots. I guess as soon as the avatars are moving in a well lit area like the promenade, this may be different.
Having said that, you could write a petition to get a character recustomization on your account (works for the first character of the account), and if write it convincing, and catch a GM in a good mood, you may get it.

Well that is disappointing. I thought that being able to re-enter the character creator would let you do more then just change the hair style.
A shame CCP restricts the wonderful character creator so much.

You can petition to have your account flagged for re-customization ("re-morph"), but you can only do that once per account. Ever!
I did it for an alt account with a research alt that was driving me nuts. In the CQ, her eyes were open so wide as to make her look permanently surprised like somebody goosed her. However, I discovered one cannot change the opening of the eyes (like in the portrait). Changing the eye colour was all that I needed to make it bearable.
Be very sure before petitioning!
