I decided to save up for a little while and get a Maelstrom. I was really excited to have something to do Level 3s with ease.
So here's what I fitted it with: High Slots 6 720mm Carbine Howitzers I 2 220mm Vulcan Autocannon I (Enemies were getting too close and the Howitzers couldn't hit them)
Mid Slots 1 Tracking Computer I 2 Invulnerability Field II 1 Explosion Dampening Field II 1 X-Large Shield booster 1 100MN Afterburner
Low Slots 2 Tracking Enhancer II 3 Gyrostablizer I
Rigs 3 Large Capacitor Control Circuit I
Drones 5 Warrior I
Now, since I'm still training skills to get the T2 stuff including the drones (Which I figure will help A LOT) but I just seem to be having a rough time getting through Level 3 missions. My 720mm howitzers just don't seem to hit very often and when they do hit they don't do an immense amount of damage. :/ Not only that but I can't take the enemies out quickly enough and the little frigates and other smaller rats swarm around me and eventually whittle away my shield.
Any tips on what I'm doing wrong?

Most level 3s are designed for BCs. As a result there are a lot of fast flying in tight NPCs. A BS main strength is against BCs and BS.
In Min space I would recommend a Hurricane for level 3s.
AS for your fitting, go all AC or all Arti.

The problem is that you are trying to use a Battleship to take out frigates and cruisers. For level 3 missions you will likely find that a battlecruiser is much more effective because its weapons are the right size for the targets you find in those missions. A battleship is better used for level 4 missions where you will find more battleship sized targets.

I am a Maelstrom pilot I think i can lend you a hand...
1. Save that Maelstrom for L4 missions. If you lose that sucker in a L3 its going to take you forever to make the money back running L3's to rebuy another one. 2. High Slots: If you are going to use auto's use auto's, if you are going to use arty's, use arty's. Fit to what you need, having a mixture of fittings will cause your doom in missions. Especially if you are scrammed. My recommendation is to run auto's and if your targets are way to far out (because the Mael is slow enough to rip your hair out) go back to station and fit your arty's. 3. Med Slots: Drop an invul field and add another Tracking CPU with an Optimal Range script if you are using arty's, or a tracking script when you are using auto's. Put a micro on that sucker, but turn it off if the rats are shooting "rockets" at you. 4. Low Slots: Drop a tracking enhancer and add another gyro. 5. Get T2 ASAP. 6. The Maelstrom IS NOT a tank ship, I dont recommend sheild tanking it, due to the fact you will be spending too much of your bounty money on Cap Boosters. Plus you will become so god damn frustrated about the lack of stability of your capacitor. The Maelstrom is a DPS machine and you should always fit as such, that being said bring a tank with you, then drop in and clean up the BS's for your alt or partner.
If you want a L3 mission ship, go get your hands on a hurricane and passive sheild tank the sh*t out of it. I think I lost one during that stent and that was due to not paying attention and they broke my sheilds. Other than that it worked great for me.

Ah hah, okay, I had just figured that the bigger the better when it came to levels. I had no idea that by having such a large ship it would actually be harder to complete Level 3 missions. I'll start training towards getting a Battlecruiser class ship then.
I've got to have some things I can sell around here somewhere... :P

And if you ever get your hands on hurricane skills, and make your way to Null, you can use it for plexing.

Tracking-enhanced Large Autocannon Maelstrom will eat level 3's, but only if your skills are high. Battleships and large guns (projectiles especially) rely on a lot of support SPs to make them good. Remember that a majority of enemies in level 4 missions are also frigates and cruisers, so testing your Battleship fit in a few level 3's can be a worthwhile thing to do.

EvE is unlike many other games, bigger is not always better.
Smaller ships are faster and harder to hit. your using a sledge hammer to hit ants... Battle ships do lot of damage to other battle ships and to battle cruisers.
A battle cruise will hit the cruisers and frigates much easier. ______ Hello WoW players. Look at your toon, now back to me. Sadly it isn't me, but if it wasn't simplistic pre scripted linear mono dimensional game you could look like me. I'm in a Paladin |

The major problem here, is that you have stuck MEDIUM guns onto a ship that is designed to be used with LARGE projectiles.
Large autocannnons will work much better for you than medium, due to ship bonuses. If you are using it for level 3 missions (assuming you do not have a hurricane handy..) then you can fit it with the smaller calibre, still apply decent damage, and track. Try something like:
[Maelstrom, Tracking, baby!] Tracking Enhancer II Tracking Enhancer II Tracking Enhancer II Gyrostabilizer II Gyrostabilizer II
[mission specific tank]
Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L Dual 425mm 'Scout' Autocannon I, EMP L
[empty rig slot] [empty rig slot] [empty rig slot]
Warrior I x5
Use titanium sabot where possible, it has a tracking bonus. The large projectiles, "Dual 425m" will have effective tracking against cruisers, which dominate most level 3s. You should be able to kite the rats a little (simply, move away) and score excellent hits on destroyer sizes ones, and the occasional frigate which is still on a direct line approach.
When you move onto level 4s, I recommend 800mm ACs and if you can, stick to Angel space (Minmitar). You'll find the rats tend to orbit at your optimal -------

Also, Drone skills.
Flying a Battleship with Tech 1 Drones is borderline unacceptable, get Scout Drone Op to 5 ASAP. You have 100m3 of Drone Bay, so bring your preferred Medium Drones, plus 5 Hobgoblin IIs and 5 of a complementary damage type. At the Battleship level, Light Drones are going to be what take down those Web/Scram Frigs, and Medium Drones can take down a Cruiser typically in the time it takes you to take down two.

A Hurricane for example has two bonuses for medium projectile turret damage. The Maelstrom has one bonus for large projectile turrets. Large ones however will have way more trouble hitting medium and small sized targets.
You should try to dictate range not to get swarmed (kiting). Again a smaller and faster ship does better at it.
As you mentioned yourself drones help with small targets. Then again If you can't hit any target well with your guns you do waste one benefit of the ship.
