In CS there is an angry kid on every server, on the EVE-O forums there are a few angry kids in every thread

The current policy is to treat Celestial as neutral unless Celestial attacks us or our friends in a common gang. Having said that, I believe a far better solution could be formulated, so Celestial can concentrate its anti-piratical enegies on more relevant evil piratical forces. 
That post seems to make things quite clear. Just not easy to find amongst the mountain of unconstructive flames and rants.
