I use linked shell extensions to run eve at 3 different graphics qualities depending on what I wish to do at the time.
One windowed with everything off but shader quality high (because probing is impossible without it) for 3-7 boxing.
One windowed with medium shinies for dual boxing with other activities intended.
One full screen with what I consider to be optimum settings for solo play. Basically higher settings without all the shadows and other unessential filler.
On all settings I have the station environment off since it is completely superfluous and poorly developed. Even on highest settings is achingly poor in depiction and jars with the loveliness that is the systems and spaceships.
If it did nothing but was actually developed with the level of polish that Eve Online deserves this would not be an issue. The fact that it is so clearly unfinished just strikes a nerve. The pride that CCP used to show to their development simply doesn't exist any more.
The characters look nothing like they did in character creation and of course still do not have their distinguishing racial signatures. Character movement is clunky and awkward with none of the grace I would expect from someone so lofty as a capsuleer. My characters cannot stop scratching themselves and the shadows that get cast by the supposedly hyper-realistic flowing hair have 2 settings, off, or pitch black. Facial expressions range from doped up burns victim to insomniac with 2 black eyes.
Don't get me started on the immersion breaking design choices, complete lack of a polished and appropriate in-station UI or the complete and utter disregard for world lore.
The client sucks up more resources than should be necessary for one small room with no chance of interaction with others. Even if you opt for the door.png it takes far more resources than it ought to. I dread to think how it performs once the door is unlocked and I doubt more than 5 people could interact in the same room at the same time. The grandiosity that should be the majestic stations of the future is going to be an interconnected series of glorified karaoke booths, calling it now.
To call Incarna a major release is embarrassing and there is no wonder people were in an uproar on the forums about it and the press considered it a failure; a cringe-worthy joke at best.
Looking through the nex store after reading all the hype CCP have been spinning for it's success is purely depressing. It is so embarrassing and I am just appalled that the once proud developers could be even remotely impressed with their 'achievements' with this release.
I still love the actual game, but it's sad to see what passes for acceptable quality these days.
CCP I know you can do better than this, and hopefully you do to!

Everyone else than bitter, buthurt, poor nerds, that run bots so they can RMT and carry on their sad little life by running bots in internetspaceship game.
And now they should upgrade their systems, but these poor nerds can't afford on that.
So basically 99.9% of subscripers are using CQ.

Seriously CQ runs like a dream on anything thats not a store bought piece of ****, and is from under ten years ago Example: Dual core phenom black edition = 60 quid CHeap asrock motherboard = 30 quid DDR2 cos im a cheap ass and a 5770 for like 90 quid CQ is pretty no lag and i hover at 120 fps
HOW can you not run it?
Driver issue with Nvidia cards perhaps?

I keep it turned on because the alternative is completely lame. My system has no trouble running it.
Do I walk around in stations much? Nope not really. I use the functionality to turn around so I can look at my ship. Why they have the default spawn position with your back to the ship in the hanger is kinda lame too, to be honest.

If you paid attention to many of the reports there is wild inconsistency in Incarnas performance across a wide range of hardware configurations. Some high-end rig will have no end of trouble while some seemingly ancient setups run it just fine, even if only one client at a time.
Just because it runs nicely on your current (cheap) system does not mean it runs fine for everyone. CCP have a long way to go to get it running consistently. ~~~

HOW can you not run it?

Many can run it, but how many want it
No point running something you do not want or will not use

We have updated your car with... a Monkey! yes, this little fella now comes as standard and features incredible HAIR, and it scratches itself all the time. The bad news is he doesn't like cars very much, especially if you have any passengers in with you and he will scratch the leather and poo in the boot and put more wear and tear on your car over time but LOOK AT THAT FACE! Isn't he adorable? No? ~~~

There isn't a whole lot of difference at the moment. Assuming there are no technical reasons what reason is there to turn it off?
The main reason I would actually expend the miniscuule effort involved in swithcing it off is if and only if it should require the mere smidgeon of extra effort in keeping it on. At the moment it's borderline. I trade, and like many traders I have conditioned myself to react when my Eve client has a market event. The flashing lights of CQ are a major distraction to this, and are extremely annoying when one is watching five or six screens of market data. For the moment I can simply double-click at random on just about any part of CQ and my character will - in the background - partake in the just about the only interaction currently possible in CQ: Walk forward and stare at the wall.
If, or more likely when now that CCP have found out somebody is doing it, wall-staring is nerfed I will disable CQ. It seems a bit extreme when they could have just put an "off" button on the CQ TV instead, but it's the only option (currently) available if you want to set-up CQ in way suitable for trading.
