Nah he's a new third party service and since my previous securing service, SOMER, requires around 3 billion ticket value to secure a lotto, I decided to give him a chance. Everyone has to start somewhere, no?

Yes I know, I did a lotto just like this one a couple weeks ago, and somer secured it. But he made a new rule stating Somer will only secure lotteries of 3 Billion or more.
