ok im a 1-month newbie but from my limited perspective (as a 4-race flyer):

Lasers: mmmhhh.  cant say im too fond of EM as a primary damage type...
long range: tho it pains me to say it cause i love lasers, radio's were a bit overpowered. i do think 2/7 is too big a cut tho, but unfortunatley the numbers are small and so the each step brings a large change to battleship laser user.. from 4.90 to 3.50 average adjusted is a tad much maybe? personally i just carry 3 crystals for npc'ing, if this come through as-is ill just switch my radios for microwaves and leave the uvs and multis, and micro-readjust my long-range tactics, but as i dont fly battleships (yet) the percentual range adjustment translates into a small actual metrical difference with my frigate and cruiser-sized pulses. some of my frineds with amarr battleships are after your head tho 
short range: i think multis should stay 6/6, mostly because they should have at least 1 crystal which is not em-heavy, but thats much of a personal want tbh.

projectiles:
heh. a few unlucky ppl will have to shift tactics a fair bit here, to adjust to the big quantization of range bonuses, but overall this should make things even more fun the those great sound effects make them already 
but seriously the ability to change your damage type so much makes them very versatile, so that makes up for the reduced range types. and i suspecy it will make things more unpredictable from the pvp side, tho i cant comment as all my experience there is from getting blown up by bored ebil piewats in ill-thought-up detours into .4 
try get in a wee size shrink on those short-range ones tho, pretty please?
overall, flying my stabber will be even more fun.

hybrids: 3 main... issues? suggestions? recommendations? imperial decrees? anyway:
A) cap cap cap. come on, some of the short-ranges should get at least a little better than those reductions, how are cap-challenged blaster-boats going to work with those figures? it was hard enough before, with ppl switching to lasers just to get better cap use at short range, but this is a bit silly.
am uses full cap ok, but with those figures on the rest of them it really makes little sense.
the increases in damage are nice but not much use if you run out of energy, which happens all too easy on gallentean ships.
B) 3 ranges like projectiles??? ok hear me out:
hybdrids dont have the easy-switch abilities of lasers. and they dont have all the damage choice of projectiles right?
now. as youve put them, hybrids - the middle-way gun turret between a laser and a good 'ole gun, a bit of both right - is in between projectiles and lasers as far as the choice of damage is. true you dont got the extreme flexibility of projectiles, but youre still better off than lasers.
how about you do the same things for those range modifiers? projectiles get to choose damage, but are v limited in choice in respect to ranges. lasers are the other way around.
make hybrids middle of the way. 2x of each in 0.4/0.8/1.2 and just iron in 1.6 (or add an extra ammo for the second 1.6?).
keep your current trends of "more thermal, more cap", and "more kinetic, less damage overall" - moderately of course, it fits in with thermal being the gallente "flavor" - while accounting for increased "base" resistance on thermal. make the difference between the same-range ammo a bit more pronounced, as you only have 2 to choose from.
now do a bit of a balancing act and shazam! suddenly hybrids are middle-of the way between projectiles and lasers, in both choice of ranges, and choice of damage! magical zen balance has been achieved! megathron pilots achieve mass satori! eve on the cover of time for "1st online game where users are satisfied with the game balance!" - heh, maybe the last one is a bit optimistical

C) Ammo size. 'nuff said.
will play more with them on test server to get a better "feel".
