You should fit the Ferox just like a Drake, Nighthawk, or Hurricane for L3s (i.e. passive shields), altho you *can* use launchers, without a role bonus to damage, they are fairly underwhelming, not that railguns are that much better but, just saying, if you are adamant about using the Ferox I am pretty sure you are adamant about railguns on it as well so here goes:

You may feel free to use racial hardeners. In fact if you drop the recharger and go heat/heat/kinetic you can get a +300 racial tank to four of the pirate factions which with your skills may translate into 200-250 or so, which more than enough if you're wise on distance and transversal management, etc.
Take note of the afterburner, keep it on at all times in your L3s, keep moving away from the rats in a ship like this, preferably at odd angles, if you just make best speed in the opposite direction, they will still be able to hit you well while you are within their range.
Also take note of the likely issues you may or may not have with capacitor or powergrid and consider plugging in some relatively cheap implants that may throw your build over the threshold into cap stability or adequate powergrid, bearing in mind that so long as your capacitor lasts for at least 5-10 minutes in a battlecruiser, you'll probably be fine either way, given that you are actively working on taking out the DPS on grid during that time.

I have done quite a number of L3s in a Hurricane, and while it is of course slightly different, it was also passive shield tanked and had an AB on it, and I never had any problems in any L3s except one or two with high alpha (Some Blood Raider Mission where you warp into the optimals of 4-5 battlecruisers and a number of other ships) or loads of missiles (Break Their Will).
In the latter, Break Their Will, any turret battlecruiser may have it's fair share of issues initially because of the stasis tower, so I highly suggest you boat into optimal range of the repair station, lock all the power generators and kill them first, then start in on the repair station, once you have aggro release drones and put those on it too, and align to a celestial, you will be webbed anyways so you won't go out of your optimal, moment station dies, pull drones, warp off, presto.
Anyways, those are the only missions that ever gave me any fuss in a Hurricane, so flying a Ferox that's slightly speed fit, ought to help you out a bit since it sounds like you are having issues with tank rating and core skills, you need extra bit of help somewhere, and ability to better dictate distance and traversal will give you better range control on incoming DPS, etc.
