Quick question for those that have used smartbombs, i got a scorpion (gah i keep wanting to call them falcons shesh) and i am curious how many smartbombs it takes to clear out your regular warriors and hobgoblins. Its range fitted so i dont see much point in cruises as they will hit so darn late.

A basic hobgoblin has 472 hp if you don't count the resistance values. But with drone durability 5, it has 590 hp. The warrior has 304 hp only, 380 if durability is at 5.
Now if you encounter tech 2 drones, and most likely he will have durability 5, so you are looking at hobgoblin II with 707 hp and warrior II with 456 hp.
Add to that the fact that the warrior has most of its hp in shield/armor, while the hobgoblin is in structure, and both have around the 60-65% resistance in the shield/armor for each type, you can calculate how much damage and how many hits needed to take them out, depends on your skills.
A large tech I smartbomb should need 2-3 hits to kill a tech I drone, and 3 hits at least for tech II drones. Tech II smartbomb will need 2 hits, and 3 for tech II. Give or take. So you should be safe with 3 tech II smartbombs in the most part, if you want to go safe, or just 2 tech II smartbombs if you don't plan to encounter tech II drones (but you never know, and it might be close call with hobgoblins).

Since Drone Durability V takes 20+ days to train, what if they only had Drone Durability IV or III?

Bonus side effect for using smart bombs:
It only takes two smart bombs to pop a pod, and smart bombs can hit objects that are in warp. This means that if you activate your smart bombs after you pop someone's ship, the smarties will pop the pod even if he's mashing the warp-to button. ----------

Well simple math :) Drone Durability is 5% per level.
So hobgoblin base is 472: DD III = 472*1.15 = 543 hp. DD IV = 472*1.2 = 566 hp. Same with warrior.
But it still doesn't count as the shield and armor resists. So you will have to add around 60% to the armor/shield hp part of the equation, and I'm not that bored right now to do it Basically it will add another 20-40% to the HP, depends on what type of drone it is.
So 3 T2 SB still needed pretty much, as each will do around 300 damage (don't know how much skills increase the SB damage).

The skill doesnt increase the damage per pulse only the cooldown between pulses.

Yeah. I'm a bit new so I don't know if there is a skill to increase SB damage. If not, well, 3 T2 are needed, as they will do about 900 damage, which should take out almost all types of light drones.
