Here is a useful resource for finding Agents.
Eve Agents
I was under the impression that you needed a standing of 2.0 for L2 missions, 4.0 for L3 missions and 6.0 for L4 missions, but that may have been modified. It is the best of your standing to the three (Faction, Corp and Agent).
So for examply you may have a standing of 4.0 with Caldari Faction and 2.0 with the Caldari Navy. In that case it will be the Faction standing that will override and you will be able to access all L3 agents of the Caldari faction, including the Caldari Navy. If you grind missions for the Caldari Navy, you will find your standing with that Corp rising a lot faster than with the Caldari Faction (which only increases with every storyline mission) until eventually it will exceed it. Lets say you get Caldari Navy to 6.0 while Caldari faction remains at 4.0. At that point you will be able to access the Caldari Navy L4 Agents (all of them). Meanwhile you will still be able to access every other Caldari Corp L3 Agent, even Corps that you have no direct standing with, due to your Caldari Faction standing.
When soloing only, it is the Corp standing that is important to get to the higher level agents (as it is rare to get your Faction standing high enough to reach all faction L4 agents). In this case the Agent standing is largely irrelevant other than a debateable improvement in the quality and rewards of the missions offered.
If you piggyback with another player who has already grinded that Corp standing. You can run missions with him with an agent that you alone could not work for. Like the way Corp standing rises quicker than faction standing, Agent standing rises quicker than Corp standing. Thus assuming you start with a 0 Corp and Agent standing, it is possible to reach a position where your standing to that Agent is say 6.0 while the standing to his Corp is 4.0. At that point you can go off and solo - you can run L4 missions for that particular Agent only and any L3 Mission for other Agents of his corp. I would argue that piggybacking with another player is not a cost effective use of your time, except perhaps to reach the lower level agents (L2, maybe L3). You should only be doing this primarily for social reasons.
If you are ever able to get a Faction standing to 6.0 (say Caldari), spread yourself around as many Caldari corps as possible. You will instantly be able to access their L4 agents and grind up their Corp standing rapidly. Later if you decide to go to run missions for the Galante faction, as your standing to them increases, your Caldari standing will drop, but you not lose standing with the individual Caldari Corps.
Train Connections and Social for helping your standing grind, to at least 4 in both as a priority, it will pay dividends.
Diplomacy is only useful for reducing your negative standing after you have really screwed things up with a particular faction. It's usefullness is largely limited to stopping unfriendly faction navies shooting at you as soon as you enter their space. But it will help you reach the initial L1 Agent if you decide to switch sides.
