What would be the list of perfect support skills for all ships below caps?
Would perfect mean everything to 5 or are there support skills that you wouldn't ever train to 5 because the benefit would be negligible?
I'm currently on int/mem remap and not enough time to play so might as well train support to the max.
What are your thoughts?

Perfect support skills are usually fitting skills to 5(electronics, engineering, weapon upgrades, advanced weapon upgrades along some others i cant think of off the top of my head).
Of course you have support skills for drones, missiles and guns but those would be up to you to decide.
Some skills such as shield/armor compensation aren't worth it to get to 5(in most cases). On the other hand skills that add armor/shield hp and how much it boosts/repairs are worth maxing.
I don't use missiles but every gunnery support skill apart from surgical strike(being at 4) is worth maxing.

The shield compensation skills - but I would disagree with the above poster about armor compensation skills.
Any armor tanked ship is going to want EANMs, which benefit from the armor compensation skills.
As shield skills are basically wasted on an armor tanked ship, and you asked about all ships, maybe those don't make the list.
However, there are few setups that don't use cap at all (sure, some passive faction modules with good compensation skills will equal a hardener) -
*Energy Systems Operation - each level gives a larger percent regeneration gain than the one before (from I to II is 0.95/0.9 times better, whereas from IV to V is 0.8/0.75 times better). Every level gives better energy regeneration than the Energy management skill, and the multiplier is 3x better.
I'm not sure how beneficial the equivalent shield skills are to an armor tanked ship, so I'll omit those.
*Navigation
*Spaceship command and evasive manuevering
*mechanic - more after your tank
*Hull upgrades -Damage control modules help for any tank type (no stacking Penalty), more buffer (to your tank, or under your tank)
*Various Drone skills (for anything bigger than a destroyer, or including frigates and destroyers if Gallente/Huristas)
*Weapon upgrades *advanced weapon upgrades
*Engineering *Electronics *Jury rigging
*energy grid upgrades

I fail to see the value of training tactical shield manipulation to lvl V. Get to lvl IV for the tech II shield hardeners, and stop. The amount of damage that leaks through your shields is minimal Given that it will only leak through when your shields are at 5% or less, it pretty much means your tank is broke.
If you haven't already trained it, my advice is: don't waste your time on that skill.
