We're adding an option to resculpt and adding it to our list of services available for PLEX. It's been discussed before and now it's available. Prior to to the new character creation tool we had the portrait swap service. There has been demand for a service to resume or replace the old portrait swap service. This new service is effectively its successor. Senior Game Master | EVE Online Customer Support Team | Info Group | CCP Games

Just to try and calm this cyclical argument a little, here is how the term "Service" is defined with regards to IT services at the University of California: Santa Cruz.
Is it a Service?
Hopefully that clears a few things up - ISD Type40.

Right, I've really been enjoying this thread, it has made for an interesting read so far and I wanted to post in here properly myself. To that end I had a chat with CCP Gargant regarding the definition of what is and is not a service, and how that relates to this subject. Mostly to satisfy my own curiosity, but also because I thought you all might appreciate some clarification. 
As it stands the re-sculpting that is now available is considered an additional service. The definition of which is as follows;
Additional Service.
Definition.
Services rendered in excess of those required or designated in a contract.
The re-sculpt service, and the portrait swap that was offered before the CARBON update, is considered an additional service as it is not covered in the EULA or the Terms of Service contract that exists between CCP and its customers. As it is not considered a part of normal gameplay it cleanly and clearly falls under the aforementioned heading of "additional service" and thus is charged for in exactly the same way as character trading.
tl;dr Re-sculpting is classed by CCP as an additional service and not a feature of normal gameplay and thus incurs an extra charge.
