The idea behind the propulsion changes was to make it random, in-line with the EW changes, and to make training relevant skills improve the ability and effectiveness of propulsion inhibiting modules. The main idea I understood was to introduce a Propulsion strength factor to all ships, similar to their existing sensor strength stat. Scramblers and webbers would then have a percentage chance of causing their intended effect (scrambled or not, webbed or not), ranging from 100% below their optimal range, to 50% at the edge of their (optimal + falloff) range similar to turrets.
If a ship has a propulsion strength of 4, and you use a strength 2, multi-spectral scrambler (scrambles all four propulasion types, ion, fusion, magpulse, photon(?)) then within the optimal range you have a 50% chance of being successful (2 of 4 is 50%). Using 2 strength 2 scramblers don't stack however, each gives a seperate and unrelated 50% chance of successfully scrambling, rather than a stacked 100% chance. The difference is there are now two opportunities to successfully scramble instead of one, thus twice the chance.
Anyway, that aside, I think the changes are overall very good, but they could potentialy spell the death knoll of the Blasterthron and frigate use in fleet combat. Frigate one on one will remain as feasible as it is now because both parties have access to the same items, skills, ranges, etc as the other, so it will remain a matter of skills, experience and fittings.
The reason for the changes is precisely so that people are *not* 100% scrambled, or not scrambled at all, as it is now, giving everyone the opportunity to escape from gank squads and unconsented PvP, which many players actually want, contrary to the belief of most pirates, members of the aforementioned gank squads and the mighty players who take battleships into < 0.4 asteroid belts to destroy a miner for no reason other than because they could, so they can brag and laugh about the challenge and acheivement, not to mention the superb modules like Miner IIs they got in loot, or whatever it is they do.
WCS are in a way getting a nerf, because they will simply add to propulsion strength, instead of "warp core strength", thus reducing the chance of getting scrambled, whilst not eliminating it completely. Thus everyone now has a chance to scramble everyone, and similarly, everyone has the chance of escaping. More modules, better skills and meta modules increase the chance of successful scrambling...and that IMHO is how it should be. EW will have it's own skill tree and specialists flying suitable ships will be rewarded with better ability, just as Megathron pilots get more damage, inties take longer to lock, Tempests are long range killers and Assault ships tank well.
