Why not have certain agent have services whereby you can just go and exchange some combonation of:
LP
isk
trade goods
insignias
for an implant without having to wait for an offer?
Implants are the reason many in empire are not going into unsecure space...

1,000 isk equals approximately 1 LP so:
+1 implant = 1,000 LP or 1 million isk
+2 implant = 4,000 LP or 4 million isk
+3 implant = 16,000 LP or 16 million isk
+4 implant = 64,000 LP or 64 million isk
+5 implant = 256,000 LP or 256 million isk
...
So if you went to an agent you could exchange 10,000 LP and 6 million isk (or trade goods), for a +3 implant without having to wait for a VERY RARE offer.
Perhaps your standings will reduce the rarity of the materials needed if you don't have all the LP?
Here's a use case:
1. I goto my agent that has a Offer Service
2. I speak to my agent and ask Do you have any offers for me?
3. I select How about some implants?
4. The agent presents me with 3 offers.
5. First offer is a 90% LP offer with items easy to get
6. Second offer is a 50% LP offer with items harder to get
7. Third offer is a 10% LP offer with items that are rare

^^ This would be wonderful! I hate the random element that I endure doing agent missions. While I like some unknown elements, rewards should have some level of player control (implants, ect..).

Do you realize what that would do to the already unstable inplant, component, tag market?

I understand that it would flood the market with implants.
That, as a community, people will spend billions to fit themselves with implants and not feel that its too bad when they get podded.
These changes would probably make +3 implants drop to about 10mil each.
Hardcore mission runners will turn in their LP instead of saving them for their faction BS and thus turn their LP into isk.
Mission runners might also get a backbone and come into 0.0 space where the designers of the game would like them to goto (NOTE: the designers called the last patch Exodus...lucrative Level IV missions kept them in empire).
Reducing the real cost of implants will actually help encourage people into 0.0 more than the currently inflated and VERY RARE implant system today.

As for the component and tag market, remember the system I suggested here would give you three offers.
The 90% LP offer will require easy to acquire trade goods and common insignias.
The 50% LP offer will require more difficult to acquire trade goods and more uncommon insignias.
The 10% LP offer will require alot of trade goods and rare insignias.

If some1 like that will be implemented the rarity of implants would be lost. But that's not wanted by CCP. They want some items to be very rare. And i think it is ok as it is. Otherwise every1 would put in full set of implants, and if he get podded he would put in a new set. Accept that some things are rare. If something like that would be implemented the next one comes and says, why is it not possible to buy a Cap Recharger II BPO on market? And then he expect that Tech II BPO's are available in open market. But as i said, that is not what CCP wants.

Keeping implants as rare as they are now only purpetuates the problem and gives people more reason NOT to go into 0.0 space.
