simple how about a level 0 agent that will execpt people with bad faction sstanding and give them crappy missions + rewards in order to improve there standing thus allowing us to redeem our selfs

You can train up diplomacy and connections, to bias the crappy level-1 agent for a corporation that hates you to talk to you. Then work you way up from there.
Alternately if you have multiple accounts, you can have a fresh character talk to the agents, and you perform the dirty work. Eventually the proxy will get enough LPÆs for what you want.
Just remember diplomacy does not work on how the faction navies feel about youà

Certainly does not. SOE is only pro Minmatar/Gallente (+ minors) faction, you get negative vibes with Amarr and Caldari doing missions for SOE.
If you wan't to fix all you need to do Interbus.
If you want to fix standings with pirates, hmm, tricky, maybe do work for Thukker Mix which should give standings with Angels.

Interbus is still not giving out storyline missions.
They are a odd corporation/faction. They have no stations.
This may have something to do with why storyline missions do not generate from their agent base.

Would imo be very nice. For the people that have been playing from the start who have let certain standings become rather bad because standings didnt mean anything at the time, its rather sucky. (WTB Tech II Crystal ball  )
A lvl 1 -20% quality that is available to all would do...

Do missions for the "buddy" faction. If you want caldari standing do amarr missions till you can do caldari ones.
