Why would which room you see be determined by what ethnicity your character is? If I go to Japan I'd expect to see Japanese architecture, not some quaint english village because I'm english. Some people just don;t think logically, of course the station interior would be determined by the race of the station you docked at!

Yes. ditch years of investment in tech and months of work on CQ's because the first iteration face planted in its opening months. Seriously, WiS was announced at fanfest 2006 and CCP have been working towards it since then. Or, here's a thought, finish the job that was already 90% done and then move on. The question was never if they should finish the CQ's as it would have been an utter waste not to. Its about what comes next.
The changes the players want are primarily about game mechanics, finishing CQ's were always a job for the art department and the artists are not the people who should be dealing with rebalancing capital ships. http://uglebsjournal.wordpress.com/ |

I don't know that they have that much intention behind the design. I know the NeX upgrade CQ will likely be larger, but I don't see them being more spacially comfortable.
These first CQ's are meant to be the most basic option, functional and cheap over comfort and luxury. The upgraded versions will presumably be more homely as it will be something you invested in to make a home, rather than being the station you happen to be visiting.
These come as part of the docking service, a budget hotel, the upgraded versions are more like buying your own house or renting longer term. http://uglebsjournal.wordpress.com/ |

I honestly hope that any customization options available in the future are on a per-station basis, and do not magically apply to every single station you ever dock at. Immersion is important to me, and creating a sense of "home" at a particular station will have a much more positive effect on immersion than just making it a generic "upgrade all my docking rights at all stations to CQ level 2" or something.
I imagine it will work on a per-station basis, given that NeX items are equipped on a per-jump clone basis. If I JC then my monocle is left behind in my hangar as an item, I'd assume a similar approach would apply to items that go into my CQ, if I want toown a fishtank, I need to put it in my cargohold and move it around.
