So I thought that I would just go to 0.0 space and find some rare ores and some great rats to kill. However, so far all the systems I visit have average ore and poor quality rats. Is there something I am missing? How do I find the best places to make money?

The best systems for ore and NPC's are often the furthest from Empire space.
That being said, you usually need to be in an Alliance to have reasonably safe access to those areas.
Also, mining 30+ jumps from Empire space when you don't have a place to refine or rearm sucks.
People do it, it's just frustrating unless you have an Amarrian BS (no ammo)
There are a few regions where you can mine and NPC hunt at will, but those same regions often have chokepoints and marauding groups of players whom kill whoever they come in contact with.
So, if you want real access to an area, and the benefits that come with said access, your best bet is to join a corporation in an alliance.

The alliances commonly know where you can find the rarest like Arkonor, Bostot, Mercoxit or something like that. I know in entire Stain Space there are only a hand full of systems with rare ores like these. So don't think you can go to first best 0.0 system and find all the nice stuff there :-)
Rats in Battleship you can find in all 0.0 systems. But ist like everywhere (also in empire), not every belt has a good rat spawn. So sometimes you have to look for the good spawns by checking several belts and maybe several systems.

And keep an eye on local as many alliances "claim" space as their own meaning if they catch you mining, hunting or seting bookmarks they'll give you a stern ticking off

BS are not in all 0.0 systems actually. Just as player sec ratings are -10 to +10, so are systems (from -1 to +1). The eve rating displays a truncated version for all below 0.0. Several people have figured out how to query the actual sec status... but not i.

So now I would like to ask how to chain spawns so that they keep coming back for more punishment?

Just keep one of the rats alive, preferably the smallest if it's not a webbie scrambling thingy so you can head on in to pick up the loot whilst sustaining minimal damage. When the loot's collected go off to another belt whilst your first spawn regenerates and do the same there.
Etc.

Get a BS with a tanking setup, warp to belts until you find something you can tank (2x 500k BS or 2x 750k BS should'nt be a problem with moderate skills)
The BSes are accompanied by some little friends, either cruisers or inty's. Kill everything off exept one. Wait for the respawn (most of the times between 10 to 20 minutes), rinse, repeat.
When you have a spawn with inty's wait untill they all have webbed or warpscrambled you ship. Now check which inty isn't warpscrambling or isn't webbing/scrambling you, quite often one isn't doing anything except shooting you. Kill all the inty's except that one so you can make a getaway when needed.

It's actually quite doable to get to deep 0.0 space and hunt there unmolested. Just dont expect to refine the loot or refit your ship.
There's alot of places with great spawns that are not visited by teh local enforcers. The only difficult part is getting there, altho even that is quite doable if you prepare and have some patience.
If you are prepared to go into gurista territory there's a fwe spots i can give you that are worth visiting and mostly have noone within the nearest 10 jumps.
It's a case of hauling out your industrial with some giant secure cans (to store the nice loot in so you dont have to go back every 2 days). Once the indy is parked in some out of the way system (not your hunting system ofc) at a safepot thats not easily scannable from any planet or moon, you clonejump back toempire and bring up the good old apoc.
After that, its all a matter of keeping your ayes open while hunting, and not logging off or parking cans/ships in or near the hunting system.
Anyway, if you need more tips just ask. But always be prepared to loose a BS trying this btw. Not that you will, but with some bad luck you could. _______________________________________________

The only downside is they are no stations within 15jumps away from the 'ok' ore (spodumain) so its not worth mining but the rats are 750k bs'es so you should be able to make some money
(if your in a raven take a hauler full of torps and anchor giant cans in a safespot someplace).

Last time i was out that way some people from Xetic stopped by and "asked" me to move along. This was before Shiva though so maybe things have changed since. Nice npc's and loot out that way though.

The way i set them was to warp towards any object from the gate and drop a BM partway along in mid warp. Then i would warp to this first BM and warp from there to another, different warpable object and drop another BM on the way so that this second BM was not on any dirct path between the gate and any warpable object.
I haven't done this in a while so don't know if the game mechanics have changed at all (e.g. with Shiva). I also avoided using sec cans (at least at my main safespot) as players can locate them when you're not around and you may have an unpleasant surprise one time when you log on to a recption committee
