This is a very good idea, but to get a workable setup on will be a bit challenging. I think the small secure containers don't really offer enough space, so you should look at the medium SC as a minimum, cruiser class container.
Starting with the lack of cap, the easiest solution would be to shove about 50-100m^3 of Med Cap Battery IIs inside, and splice them together (postive of one to negative of next, etc) with high guage tritanium wire and electrical insulating tape (pyerite, which as everyone knows is just megacyte-plated tritanium cabling is a bit more pricey but gives better recharge rates). You could also carry some carp rechargers on board, and due to the planck space-time distortion bubble carrying 20-25m^3 of them should be straight forward. The cables should be easy to obtain by mining yourself if you want, and the beauty of it is that you already have a SC to hold the ore!
So now you have cap, you need powergrid! About 50m^3 of micro aux power cores should give 100 PG, so enough for a nice 1mn MWD II. The next problem of course is actually doing something with your ship...with no high slots, the best solution I can think of is to carry about 50-100m^3 of marines on board, and about 25m^3 of small arms, then simply have your container lid open while you're flying, so they can shoot out the back of it.
The above loadout does require you to carry Oxygen as well though, otherwise the marines will die from lack of air. You can upgrade the Marines to Kameiras if you like, and an alternative if you're a missile lover, is carry homeless, and every now and then throw one out the container. This has the added advantage of making a mess on your enemies viewscreen, thus reducing their targetting/optimal range to 0km, and agility by 50%. You can also give your marines exile or x-instinct, which will increase their ROF by making them hyperactive, at a cost of a little tracking, because they're stoned.
It's advised not to try using a smartbomb though, because you would just have a muffled "BOOM" from inside your can, pod yourself and your marines. If you have enough space left over, you can add in some Med Hull Repairers or Reinforced Bulkheads. If you use a Giant Container you can fit a lot more MAPCs, PDUs and RCUs so might get on a 100mn AB II (with good engineering skills) and that should propel you at about 13.5au/s, similar to Cov Ops frigs, though when orbitting at that speed your Marines might get a little queasy and throw up inside your SC, so maybe carry Janitors on board as well.
The other future problem is with atmospheric flight promised in Kali. SCs are sadly shaped like...well giant blocks, so not very aerodynamic. You might need to visit a minmatar shipyard and scavenge a probe, tempest or reaper and nick it's sails. Lastly, cloaking...with very little (None in fact) CPU, the best way to use the SC as a scout, is again, pay the Matari shipyard a visit, and get some of the paint they use on the Mammoth. Put some white spots on it, and you can hide anywhere pretending to be space. Alteratively, paint it totally grey if you plan on hiding in asteroid fields.
Potential problems are, if you do NPC hunting in belts, newer players might fill your ship with veldspar, which while useful, doesn't help in combat. The other problem is that if someone anchors you while you're orbitting them at 13.5au/s, you'll stop very fast and need to wait a minute before you can move again. If you're in trouble and try to log off...which takes two minutes as everyone knows, bear in mind that if they scoop you you'll also have trouble, unless you ignored the above and brought a smartbomb with you, in which case you can use it inside *their* ship
