Now, a little comparison of shield and armor tanking: Raven, 1 cap recharger I (+15% recharge) in the medslots and five power diagnostic II's (+8% recharge) in the lows: +55% recharge rate total. (Assuming 1 XL shield booster, 3 hardeners, and a shield boost amp in the mids.)
Scorpion, 3 cap recharger I's (+15%) in the meds (sacrificing its EW ability to tank) and four PDU II's (+8%) in the lows: +77% total recharge rate. (Assuming 1 XL shield booster, 3 hardeners, and a shield boost amp in the mids.)
I'm not gona even go into how bad your intro was, but I hate (really really) bad math
3xCap Rechargers I (!?) and 4xPDU II give: ( 1 / ( 0.85^3 * 0.915^4 ) - 1 ) * 100 = 132.3% Cap recharge rate increase
Also the 4xPDU II gives as well: ( 1 / 0.915^4 - 1 ) * 100 = 42.7% Shield recharge rate increase ( 1.05^4 - 1 ) * 100 = 21.6% Grid increase ( 1 / 0.95^4 - 1 ) * 100 = 22.8% Sheild HP increase ( 1.05^4 - 1 ) * 100 = 21.6% Cap increase
Now let's include what you forgot.
1. First let's use tech II cap rechargers Then 3xCap Rechargers II and 4xPDU II give: ( 1 / ( 0.8^3 * 0.915^4 ) - 1 ) * 100 = 178.6% Cap recharge rate increase
2. Consider the fact that your total cap is also increased by 21.6% ( 1 / ( 0.8^3 * 0.915^4 ) * 1.05^4 - 1 ) * 100 = 238.7% Normalized Cap recharge rate increase

Apocalypse, 4 cap recharger I's (+15%) in the meds and two cap power relay I's (+20%) in the lows: +100% cap recharge rate, total. (I'm assuming this ship is running two large reps in the lows, along with three hardeners.)
Now speaking of sacrificing slots, but we all know Amarrs never have any use for their med slots, so let's just focus on the math.
4xCap Rechargers I (!?) and 2xCap Relays give: ( 1 / ( 0.85^4 * 0.8^2 ) - 1 ) * 100 = 199.3% Cap recharge rate increase
Again let's use Cap Rechargers II ( 1 / ( 0.8^4 * 0.8^2 ) - 1 ) * 100 = 281.5% Cap recharge rate increase
--------------------------------------------------
So in the end it comes down to:
281.5% Cap recharge rate increase
vs
238.7% Normalized Cap recharge rate increase 42.7% Shield recharge rate increase 21.6% Grid increase 22.8% Sheild HP increase
p.s. I'm not gona do the math for shield tanking, but if you ever try to come up with numbers for it. Make sure that use correct math, using shield skills and accounting for passive recharging. You might find the results bit surprising...
