By removing CONCORD protection from anyone with a bounty a bounty hunter will be able to actually fulfill the request even in hi sec. It doesn't make sense that you can't kill someone with a bounty on them with no consequences in hi sec.

Don't get me wrong, this isn't a horrible idea at all, but if everyone in highsec is going to be able to shoot at you then it's probably prudent to balance it out by adding some kind of advantage to being a criminal. Discouraging criminal gameplay through making game mechanics more penalizing will just make less people want to be criminals, which is bad.

I mean, if you're going to make it so you don't have concord protection in highsec if you have a bounty, then there sure as hell better be some damn good things you can do to people to get yourself a bounty to begin with.
