I need 1 of the Gallente Navy Sergeant Elite Insignia and another 9 of the Gallente Navy Midshipman Insignia III
Which Gallente ships droop them, in which missoins can i find them?

Midschipman III's drop from low level frigates.
Youll find those in level 1/2/3 missions.
None of the Serpentis Mission runners i know has seen the Sergeant Elite tag yet though.
I do recall seeing Zrakor post it was going to be easier to get after the next patch.

I think it means its hard to get, but not impossible.

No idea im afraid. Offering Loads and LOADS of cash might be possible.
Someone might wake up and decide that that it would be a nice price for the tag.
