Because that is Incarna, the Carbon framework is applied to all three games so there is hardly any WoD stuff that CCP has done that didnt effect EVE positively. From what I can tell the only devs working WoD are Carbon devs that are working in tandem with EVE dev on Incarna, 1 or 2 art devs to make concepts, and one or two marketing guys that slowly getting the word out to the existing communities that actually care about WoD.
You'll notice, though, that there is almost no info about WoD yet or any in-game trailers or any details on game mechanics. They're probably only spending 5-10% of resources on it.

You can correct me if I'm wrong. But I don't actually think Dust is using the Carbon framework other then the link on the Eve side. From my understanding Dust is completely run off the UR3 engine.
Yes in that regard you are right 
But my point was its relevance to the work on Incarna and WoD mostly.

The Carbon engine is the reason why CCP didn't do something like making a second EVE WiS MMO, the Carbon engine allows them to develop on an unrelated MMO and have it augment EVE too for Incarna.
That and Incarna to my knowledge runs on a separate node or something so it might as well be a separate MMO :P (or something....you know what I mean lol)

but see here I can see what you mean if you were to say it's faked class, but how the hell do you fake intelligence without someone else that IS intelligent writing the script for you?

Oh well in that case that is exactly what Incarna is planned to be. There is no reason for it to not be or for it to be separate.
