What makes online games have so much of murderes?
Answer is that the concequences of such act are almost non-existent. What you gain is nowhere near the loss if you get caught.
What could be done to reduce such behavior?
Let's look at the real life. When you murder someone, the murder will be investigated, people will be heard and in the end, you might get caught. And when you're caught, it's jail time. And if you don't comply, it's time do dig 6 foot hole.
How to incorporate this behavior to EVE?
1. When you attack someone you are not war with, you get flagged for attack. If at somepoint later on, you get stopped by concord, you get jail time. If you try to run, they will shoot at you.
When in jail, you should be able to switch skills that you are learning. But all you can do is watch picture of cell and chat in "jail" channel. Proper jail time should be 1 month * (1+n/3) where n is number of attacks.
2. When you pod someone you are not war with, you get flagged for murder. If at somepoint later on, you get stopped by concord or someone pods you, you get killed. Reroll a new character.

You can't really expect people to pay to sit and watch a picture of a jail..
This is a PvP game, but as long as you're not in a war and stay in high security empire space you should be safe. If you go out of safe space you should be prepared to defend yourself.

Why would anyone pay 15$ a month just so they can stare a picture of a jail?
People can do that for free on google, they can even try out diffrent cells!

Remember, this is a game and not RL. Fancy weapons and murder is what computer games are all about. So to make eve more fun you have to encourage such behavior instead of restricting it.

Please note that this would not remove the PvP aspect in anyway, or not even make it as concencual PvP. Instead of random ganking, people would start wars agains each others. Driving the PvP towards more controlled warfare, where there are alliances, neutrals and innocent bystanders.
Also this would not remove piratism from the game, since concord doesn't go to anything less than 0.5. Be a pirate in 0.4 or less, and you're ok, but never get back to 0.5 or face the concequences. Piratism would still reign in 0.4 as now, only limiting the entry to 0.5+.
Podding an innocent on the other hand, would cause a risk of losing the whole character. You still could do it, but there would be incentive for bounty hunters to go and pop the evil doer.
And the other incentive for bounty hunting, would be new feature of "hunt passes" from concord, which you could use to capture the criminal. After which, he would get the jail time.

basicly if you amde it were if you get podded for that reason your char gets deleted them basicly if your char gets pod kileld ever he would get deleted.i highly dought all these people who pay $15 a month want to have tehre high skill points chars deleted once they get podded.... oy.

It is your problem to avoid random ganking. if you're not capable of that, stay in 0.5+. concord is not global police or your babysitter.

Oh come on, this is just the stupidest idea ever to have reached this boards...well maybe not, but it comes close. I'm a evil pirate and i LIKE to kill people, steal their stuff and laugh in the face of the revenge squad that comes to hunt me. I pay money to CCP games because they offer me the option of displaying abovementioned behaviour. No way am I gonna pay money to 'sit in jail', because some dumb crybabies like the original poster refuse to accept the fact that they are playing a multiplayer online PvP game.

Well, you could still do that. You could gank and kill people just like before. Only when you got caught (if ever), then you would lose your char. No jail time for you.
And you do have 3 characters per account. So when one of your characters is in jail, you can use the others.

I can't really understand the reasoning behind this, other than that someone got killed and lost their precious veldspar.
EvE is not real life, it's a game, it's meant to be fun. I personally would leave the game entirely if I was expected to take a month or more out or even restart my character. I mean, PvP is a legit thing to do in this game, why should I loose my character that I've put over a year of work into?
This game isn't just about mining or mission running, fighting players is (I would say ) an integeral part of the game and people who want to do that have no reason to be punisheed for it. What're you going to be suggesting next? CCP make EvE Offline?
