One attack lasting 4 or 5 days really doesn't warrent a warzone update. But if the region is continually finding corps attacking for a few days, even if its different corps, then its marked as a warzone.
Contested regions should only be marked as such if they are first a warzone and secondly if the corp involved in making it a warzone has stated their intentions to claim the region.
In both cases the attackers must inflict casualties on the defenders for it to be even worth mentioning. Otherwise all you have is a group well in charge of their land, even if they're continually under attack, unless the attackers inflict damage, they're still in control.
That is the biggest problem though. We have no EVE Official killboard. So we have no way of proving kills/losses and thus no way of seeing who is causing more damage. If we did things would be much simpler
Attackers causing overwhealming damage for a long time, region is changed to their control.
Defenders causing overwhealming damage for a long time OR defenders losing very very little, region remains in their control.
Both sides inflicting equal damage, system is a warzone (or contested if attackers are wanting to claim it)
If eve had an official online kill board, rather than just killmails, one generated from CCPs killboard, and only including player vs player kills, then the map situation may be a whole lot easier to determine. Plus it would put an end to the flame fests we get of I killed more than you, no we killed more than you threads. But I guess thats a pipe dream and won't happen any time soon :(
The alternative quick fix would be for everyone in the gang on both sides in a conflict to receive copies of the kill mails and loss mails. Peoples online tracking systems can detect duplicate posts and ignore them. So this would ensure all kills/losses are reported accuratly (unless people are not ganged). Still it would be better than the current system.
The only thing an official killboard wouldn't help with, is if one side hides at safespots all the time or in stations and thus loses nothing but isn't really in control of their regions. This would be solved by posts on the forums and checks for a week on who owns the pos stations most (by a good majority say 75% of the time not just 55/45 )
As has been mentioned already though, unless all stations are conquerable then this will remain a problem. I'd like to see all npc stations turn to conquerable. Give people something to really fight over in 0.0.
