A region WITH conquerable stations is CONTESTED when there is fighting over the station(s) from both sides, and both sides have a large military presence in the area. Hit and runs with low numbers does not count. That is just a red blip on the map. I think it should be a must that the station is being attacked AND conquered for this to happen, as if not then the defensive faction has done their job well.
A region WITHOUT conquerable stations is CONTESTED when both sides have a large military presence in the area, and excercices this force in such a way that fighting is possible. Having your fleet swapping safespots every 5 minutes is not enough to claim the region. Using hours in this matter is entirely impossible, as having more then 1 hour of fighting against certain opponents in this game per day is veery unlikely to happen. It is a matter for the NEUTRAL mapmaker to decide if a region is contested/owned by a faction.
A region WITH conquerable stations is OWNED by a force when that force controlls both stations for a longer period of time (atleast one week) and have the majority of the military presence in the area, or win the majority of the fleet battles (which they are forced to do in order to controll the station so it kinda comes naturally, but then again, winning is possible with lower numbers)
A region WITHOUT conquerable stations is OWNED by a force when they have beaten most of the resistance in the area, which thereby means that the opposing force is not able to gather enough forces to retalieate against the owning factions fleets/squads.
A region is not contested untill one week after these requirements are met, and if by that time the previous owners have dropped to the state of being owned (ie the attackers now meet the requirements for OWNING the space) then the attacking force must uphold this state for one work-week and two weekends before they in truth can say they own that area of space.
Against an alliance, I feel, that the timeframes should be slightly increased, as I am entirely familliar with the problem of getting certain people in an alliance ready to fight. (but that does not mean that they are not able to) I also think that removing well known established alliances from the map entirely is something that should not happen as fast as you would remove any new, unestablished and relatively small alliance. They should instead loose some of their space, or have their alliance territory on the map reduced to one constellation that consists of the most important system (like yz, hlw, dss, 4c, tpar, nol, 9cg etc) and then making that constellation, first owned entirely by the alliance, then later contested between the alliance and the opposing faction.
These are my 50 isk anyways, but let's not forget it is only a game, nor that english is not my native language so bear with me please =P
