We definitively need some kind of reason to PvP or to build up an Alliance. Currently all incentives (Isk, BPOs, Faction Ships) require you to be in Empire to get. Therefore people make money in empire space and run crazy in 0.0 space. Just ganking and killing people for fun. No reason behind it, just senseless ganking. On the other hand there is no reason to defend your Alliance space except for honour. Even if I want to do it, IÆm faced with people who log off or docking when confronted with bigger forces. Even in a system which I my alliance has claimed I have no advantages, except a very expensive safe spot. I'm thinking about advantages like +xx% mining yield or a 100% system scan which allows to detect intruders or +x% damage for allied ships or drone patrols who help you to defend your system and so on.
I think that these are the core for most of the problems, although many of them are derived from the agent system. But I this problem isnÆt really easy to solve. CCP said they wonÆt nerve lvl 4 empire agents (, because a hell of a lot of people having fun with them.) Accepting that, there need to be other reason to encourage players to go in 0.0. space. ItÆs easy to see that this problem isnÆt easy to solve, because we are humans and machines. Thus we don't act very predictable. I donÆt want to be in CCPÆs place, because for us it only fun in our spare time, for CCP however its there Job.
But I still have some ideas how to improve the PvP and the experience of living in 0.0:
Alliance empire wars: Simply disallow them apart from consensual wars. This stops senseless empire ganking and forces people to go into 0.0 if they want to fight an alliance. In the current state Alliance wars forces people into the 1.0-0.5 space in order to protect their empire people. If I continue thinking about this problem I can imagine that many small alliances would appear. Thus the rich empire corps wouldn't be attackable at all. But a solution could be, that alliances could only be maintains with a certain number of people in it and a certain number of claimed 0.0 systems.
Choke points: Really not easy to say, what to do with them. If you increase the number of them it reduces the 0.0 entities capacity to defend their claimed space. However I think that it prevents forces from blobbing. I agree with him and think that opening up space will be better for PvP itself and the server. Luc Boye made in another thread a good post concerning this topic.
NPC Stations: With them everything stays or falls. If CCP want to stick with the Agent system they are 0.0 access to the agent system. But they are also the place where pirates hide if they are confronted with a bigger force. (most of the time they log of anyway) On the other hand they are a safe spot for alliance folks if confronted with an outnumbering enemy. But I think that 0.0 alliances should be able to form "contracts" with these NPC factions which prevents other people from docking or using certain station equipment.
Map: I think disabling 0.0 ôpilots in spaceö is again a tough decision. I bet it is really hard to programme and its success isnÆt granted. But if combined with an increasing number of ways into 0.0 I give it a good chance to work.
Armour change: I hope it comes as fast as possible. ItÆs going to reduce gate ganking and increase the length of PvP battles and with its quality. I mean fun.
One last note: The problem with eve and the PvP is really difficult. CCP is like a teacher in a class. If he allows group work most pupils enjoy it. But there are always 2-3 guys who mess up the whole lesson, cause they make so much noise, etc. Therefore the teacher wont do it again and the whole class has to suffer. What I mean, CCP made a few mistakes, but I think these have been recognized and IÆm sure CCP is working really hard to reduce/reverse them. They said with exodus they wanted people out in 0.0 although it didnÆt work out the way they planed but Iæm sure they still have this goal.
