First of all, let me just say that I'm a noob. I started a character a couple days ago mostly for combat. Today I was reading the forums and I read perception is the most needed attribute for such a character, and I only have 8 perception. Should I just start a new character? And if so, how can I transfer the ISK?

You have a couple of options. Either you can train up the learning skills for perception and keep your character or you can start a new one, as far as your cash goes just make your new character, enter game in old and find the new one and transfer funds.

8 perc without any learning skills?
that's not too bad, cause with learning skills you'll have 17. Tho, smart people would have about 20 after learning skills
When you create a character, make sure to pick the one that has naturally good perc attribute. Then put 3 points in perc, 2 in intelligence. Basically, the priority is: 1) perception 2) intelligence 3) willpower 4) memory
But if you want to create an industrial character, without much combat, then memory is number 1, intelligence 2nd

I made a Civire. 12 perception and 7 intelligence. I also ended up starting with Caldari Frigate level 4. Is the most needed for frigates level 3 (ie. Kestrel)?

Well yes but you need frigate 4 to learn to use a cruiser. And every level helps. ------------------------------------------

The best ship for noobs doing level 1-3 missiles is Caracal with heavy missiles. You'll have to train Caldari cruiser for it.
Missiles don't have much skills involved, and they hit all NPCs equally well up to 45 km away.
Guns on the other hand need much more skills training to be effective, and they range is rather limited.

Edited by: ollobrains on 23/03/2005 08:05:02 if you go gallente with rails for level 1 - 3 missions try to get drone skills - heavy combat and hte numerous gunnery skills and shield tank ie heavy shields with good shield rechargers.
The odd smartbomb that does some damage for up close combat is also a good idea
If you want to get social skills up quickly then charisma is important otherwise its lower down the level - but try for every skill you learn to get 1 learning skill up early on. Chat to others in the game perception is useful of course (i started weak on it as well)
