Hmm since theres no real list as of yet, and thats a good question tbh, il give it a go:

Would you really call these pirates? These corps seem to have grown up in a sense, and moved onto bigger things like wars and politics etc.
Never new Evolution to be pirates :o

You could talk all day about what a pirate is: essentially all the corporations listed have mumbers with negative sec status and/or a bounty, and kill ppl in low sec/ 0.0. Lets not have an "OMG WHATS A PIRATE war" 
and yes Forsaken Empire has a hell of a lot of evil [-insert foul and disgusting word in here-]

tbh i worded my post wrong. They grown up from the old pirates. Camp one system gank away. Better to say it as evolved pirates with bigger causes :)

EDIT: To make ParmiZaN happy, with hopes that when I finally begin a career he'll help me get hired on with a FoE corp to learn the ropes ;)
Names to watch for in local (famous pirates) include:
Lord Zap (you won't be seeing this one in Local anytime soon, though), Tank CEO, The Reverend, lollerskates, ParmiZaN, (please add to this list, i'm still a relative nub and few names are coming to mind for some reason).
Typically anyone with the first name "Lord" is someone to watch out for.

Hmm.
As someone else already quetioned, I don't see why Evolution is on that list.
M0o and F-E ok, Evolution makes little sense.
Uour corp policy does not allow the shooting of neutrals outside of warzones to start with (nubcorp alts excepted).
We do not pirate low sec empire, nor pirate any space tbh.
Evolution was once seen as anti-pirate even, altho that was wrong as well. We simply are a militaristic unit that does it's own thing according the SirMolle's ebil schemes.
But in general, a neutral person has very little to fear from an Evolution pilot.

Wow, The Lost Souls made the list, although TLS isnt really active atm, its time will come again.

Unfortunately its very hard to categorize all these people as individuals work differently as do many of the corps... putting them under different labels and saying : "they are these kind if pirates" would be untrue in a lot of cases. Thin of the "discussion" it would cause

No sticky because it looks like people are put up on the list without their consent. On the Merc Corp sticky people reply first that they want to be listed as such and tell a bit more about their corporation.
If there is a need for a Pirate List corp then it will need to contain more information then just a few corp names.
