From the EULA:
"While CCP attempts to have the System available at most times, CCP does not guarantee that the System will always be available, or that the System will not become unavailable during Game play. The System may become unavailable for a number of reasons, including without limitation during the performance of maintenance to the System, for the implementation of new software, for emergency situations and due to equipment or telecommunications failures."
Additionally, from an announcement here on GD:
"As Inferno 1.3 introduces a first massive preparation of the EVE Online Universe for DUST 514 and since we are doing something that no one has ever done before, we expect to encounter eventually some unexpected issues during the deployment. Please be prepared for deployment updates and delays in the schedule."

I miss the days when we had 12 hours downtime extensions and more ... not The previous updates and patches went pretty smooth without much, if at all, delay from the schedule.
While I understand how annoying it can be to see downtime extension after downtime extension, I would like to mention that in this special case we are doing something that wasn't done before and especially not on such a massive scale: connecting two completely different systems on one massive supercomputer cluster.
Our developers covered as many pitfalls as possible before the deployment, but we fully expected to possibly run into some unexpected issues. This is something we messaged before and we would like to ask you again for some more patience and understanding from your side - thank you!

We understand that some of you are unhappy about the downtime extensions multiple times and the question why the deployment schedule cannot be kept more precise is not invalid at all.
The last dozen or so patches we were pretty much always on schedule and while having accurate deployment schedules is of course one of our goals, we expected to run into at least one or the other issue with this patch as we are currently doing some massive changes to our back-end - the patch notes reflect these changes only to a small degree.
It is a general a question to give out a schedule as best as possible or to add just a couple hours buffer time additional to the predicted downtime "just in case". There are good arguments for both practice, we decided to always give you a precise schedule as possible. CCP Phantom - German Community Coordinator |

Tranquility is updated with EVE Online: Inferno 1.3 and open for everyone now.
