I looked to the stars and saw a vast sea of isk just floating in the sky. I sold everything I own and lauched myself into space in a second rate ship with a mining laser and I labored. Mining and hauling, helping a friendly agent out with a low priority mission now and again. Things were going slowly.
Until one day I had enough money to finally buy something a littel Roomier. My Iteron served me well and I filled it's vast holds with Scordite for many days.
The life of a miner was becoming boring. I spent most of my time asleep at the wheel only waking up now and again to target another astroid when I used one up was downright boring. I looked for a faster way.
I found it in the form of a cruiser, and I worked my way up quickly to the Top of the line, a Thorax. Now with a small army of Droids and 5 high tech mining lasers I blasted away the roids with gusto. In fact I mined so fast my holds were overflowing with ore in the first minute. I had to store the ore outside of my ship in a Jetisoned can. In inherintly dangerous proposition. But I rarely saw anyone but the fellow honest hardworking miner. So I wasn't afraid.
SO my shiny new Thorax on it's maiden voyage, I figured I would just make it's first cruise a safe one and stay in 1.0 Space. I go to the nearest field and start mining away. In about 5 minutes a foreign hauler shows. Alarms went off on my console. This hauler was under the command of a well known pirate. WIth a huge bounty on her head. She quickly flew up to my ore can and I helplessly watched as it was drained dry.
I have never been one to stand idly by as some criminal takes advantage. I lauched a small fighter drone, more for dramatic effect, I knew it wouldn't damage the pirate's ship.
The situation quickly escilated. And I decided to commadn the drone to attack. After the first shot was fired I found myself surrounded by the COncord police, and before my very eyes my brand new Thorax was spectaculary changed to a collection of floating debris.
From my lifepod I stared blankly at the pirate ship, I listenend to the pirate laugh at my stupidity. Even after the insurance I still lost millions.
Apparently the Forces that be are more concerned with protecting criminals and pirates then the honest citizens of eve.

Unfortunately the same laws that prevent that pirate from just killing you, also prevent you from killing him. The only solution atm, is to move to a .4, where you can actually fight back.

Possible solution.. the JetCan is tagged to you Character upon "jettison".. if another character opens and removes content they are flagged as an "enemy".. concord will not attack them unless they fire on YOU .. but you can open up a can of whupass on the dogs. Hence if you'r group mining to jet can with corpmates...Concord won't Pwn them ... ore thievery solved.. everyone (escept ore thieves) happy. and best of all it's NOT that hard to impliment. 
Oh. and secure cans are now Viable for lowsec / High Value minerals rather than wasting them on Scord or Veld...

...so from now on, the ore theives will work the Mafia way, warping to a belt with a gang of italian ships and stealing your ore while you go "Please take it all! Just don't hurt my family! My respects to the Don!"
Wow actually that would rule. Good idea.

Viceroy - Uhhh. hmmm. you really didn't read that did you? Cause what you said makes NO sense.. or your mOo milk is making you addlepated. Mafia style would NOT work.. if you get gang stealing they all suffer the same penalty, you can fire on them ... same end result... end of thievery.

here's how you steal ore with the current jet can flagging system:
Get a nice battleship, go the a belt with mining op. Eject your own can nearby, open the miner's can and drag all its contents to your can. Signal your buddy in an indy to come pick it up. If the miners are upset, they just may try to take "your" ore, in which case you are free to shoot them.
