The reason your traceroute doesn't go anywhere beyond "iceland-telecom1.tsd.cw.net" is because that's their gateway, all ICMP packets that are going through that host are being filtered.
Sending ICMP pings to the EVE servers isn't a reliable way to determine whether or not they're up, as you'll never get a reply back even when they are. :)
