I am new at EVE. I could not find a search option for the forums. I've noticed bounties being displayed on the tv things by the warp gates. I was wondering if those are possible to collect.
My biggest question is how do you find bounties on people NPC and player and how you would go about searching for them?

All npc pirates will attack you on sight. Their bounty is displayed in their information window (right click=> show infow).
Player pirates are probably NOT to be tackled by people new at the game because they will kick your ass.
Their bounty is displayed in their onfo window too, but you can also see them in station with the missions button (escrow/courrier/bounties).
If you want to find NPC pirates you could either go scourge the asteroid belts of systems (.5 is best for newbs) or you could start doing missions with security (or internal security) agents.

The ones on the tv screens are real.
In a station click on "missions" top right somewhere, you can see "bounty" missions.
Those peeps are the same that you can see on the screens near gates.

They're real. You can find them in the Missions/Bounty section.
For high cash vs. expenditure on NPCs, I'd suggest lvl4 Blood Raider complexes...just keep 45km away from your targets.

I am afraid bounty hunting is not really a viable career option in Eve. Time for me to put in my plug for bounty reform. See discussions at  Bounty Reform - Chapt 3: Solutions and Bounty Reform - Consensus?
