Not balanced? So a player who is good most of the time and occasionally pops a few players in low-sec should be treated the same way as someone who pops players there 23/7? I certainly wouldn't consider that balanced.
You could just as well argue that the system isn't balanced for pure-good players, as you don't get any bonus from the cops for having a good sec-rating. Especially considering it's harder to build up a good sec rating than a bad one. How about we let bad-sec people into high-sec space, but at the same time good-sec people get concordoken cover in low-sec? I'm sure you wouldn't like that.
Bad sec status is a consequence of your own actions. The only one you can blame for it causing problems is you. No-one makes you pk in 0.1+ space, it's your choice.
Having said that, I do like the principle of getting players more involved in policing. Letting players shoot bad-sec players in 0.1-0.4 without penalty would certainly open up the field for bounty-hunters a bit. But at the same time, a player-only policing would leave too many holes for very-low-sec players to sneak in. And it would let the suicide gankers surivive inside empire indefinitely.
If pirates are really finding it so difficult to aquire items, maybe they should consider why no-one is willing to bring stuff out there. Most criminal organisations need to cultivate friends and contacts within lawful society in order to keep themsevles supplied and funded, why should eve pirates be any different? Maybe you find a producer and offer him immunity from attack by you, and protection from attacks by others, if he comes out there and supplies you?

On the contrary, it makes perfect sense. If you have a low sec status, you have shown you are a player who freely and frequently does things that are forbidden in secure space, and made no attempt at making reparations for your crimes. Banning such players from systems where such actions are not supposed to occur is entirely sensible. After all, you wouldn't want an embezzeler in your accounting department, or a smuggler in the customs office. So why should pirates be allowed into secure space?

SO is that not abusing the system, cos seems like your saying you can do much worse things (killing in +0.4) and get away with it. Woo hoo, my char is the same, with a high sec stat, but hes a good player, and will not kill ppl...ever... and what does my sec stat do for me then???
Well, the char that does good first, then bad, is actually worse off than the player that does the bad first, then works his status back up. Why? Simply because the higher your sec status, the harder it is to get it to go up any further. It's a lot easier to go from -1 to 0 than it is to go from 0 to +1. The person that does good first has simply "served his sentance" before doing the crime.

You're not relying on the alt, you're using it to get round the consequences of your actions. Piracy may be a valid profession, but that does not mean it has to be an easy profession. Many people get round this problem without resorting to alts. It's called making friends, keeping allies sweet, and making sure you have a neutral mole to smuggle you stuff. I'm always hearing pirates telling carebears to get organised, form groups and protect themselves. Maybe they should take some of their own advice - get organised, form groups, and keep a neutral party for supply runs.
