Frigs are fine *cough Taranisaurus Rex*.
They don't seem to care much about cruisers yet, perhaps it's too hard keeping frigs and bs balanced so they don't want to meddle with cruisers just yet.
2 variables are easier to balance then 3.

A lot of tech 1 frigs suck, a lot of them are good and used plenty considering the next to nothing cost ect. I see plenty of vigils, rifters, kestrels and the occasional merlin or griffin.
Cruisers need love, not 10isk frigs.

IMO you have to admit neutrons are impossible to fit on taranis/thorax w/o serious gimpage. Drop light neutron to 9, drop heavy neut to 185 and heavy ion to 140. Light elec/ion and heavy elec don't need any PG reduction. People might whine that thorax is awesome and thus heavy blasters need no love, but thorax is awesome because it has a drone bay that needs gimping, it (or any other gal cruiser) can't fit crap for high-end blasters.
Completely false.
You can fit neutrons on a taranis with MAPC, i can't fit a rack of med pulse II on my crusader no matter what.
