Caldari had been traditionally the best in PvP, some of it coming from loopholes in the basic game design.
Best Frigate --- No doubt the Kestrel. At one time these babies can load cruise missiles. Surprisingly it is the Minmatar Vigil that took the title of best EW frigate over the Caldari Heron and Griffins. It is still a standard for frigs due to the boost in small launchers (carries a lot more than the 12 missiles when EVE started) and the cheapness of standard missiles.
Best inty---For a while there, it was the Crow, because of the combination of oversized boosters with missiles. At one time, this inty is way overpowered since it could hold cruise missiles. Despite the AB nerf, the Crow still remains one of the most prized inties in the market.
Best cruisers---at least for PvP, the honor actually went for two Caldari cruisers for a tie. The Blackbird for its EW, and the Caracal for the cruise missile abuse. The BB is still a proven standard for EW, while the Caracal lost the cruise missile abuse but gained a lot of usefulness when the price of heavy missiles dropped and heavy launchers are boosted in the number of heavy missiles they could carry. The honor for best PvP cruiser also went once for the Rupture before the dual MWD nerf, and now has gone back to the traditional owner of the title, the Thorax with its drone space.
Best L1 PvP battleship---The Scorpion had the longest time of dominance of any L1 battleship, retaining its position despite nerf after nerf after nerf. Besides being a sordid EW ship, at one point it had the most unbreakable shield tank before the cap relay nerf. I think this EW nerf finally nails this battleship down. Traditionally, the best damage dealer had been the Armaggedon, whose rise for supremacy began with tachs. There was a time when Geddons turned chicken scrap in the period when tachs were nerfed but before megapulses were boosted.
Best L2 PvP ship---That goes to the Raven currently for now, due to the torpedo damage output, although even that falls behind the Gankaddon with Pulses. The Raven is certainly not the best NPC ship---that title goes to the Apoc, which can disappear for months in 0.0 space and hunt for bounties indefinitely. The Amarr BS with lasers do not require any logistical chain like the Raven does. The Raven is currently enjoying a time of glory but historically, it was a lame chicken battleship, lacking the shield defense and EW might of the Scorp, while missiles were expensive, took a long time to travel and had poor DOT. There was a time in the game when users were trying to fit four tachs or 425 rails on the Raven as the main armament while the launchers were just backup.
Best Battlecruiser --- Vying with the Proph, is the Ferox. It is a mini-Raven and a tough tank.
Possibly Best Stealth Bomber --- I'm betting it will be the Manticore.
