Yer, I agree with Rod. Infact, it looks very similar to a reply I made on another thread. I agree with almost everything you say but there are a few things that really are not right:
PCS:
These should include factories and lab slots. There is no point in having a market unless you have anything to sell on it. Yes, agents should remain in these stations. Personally I think alliances should have to ôhireö such agents. They should also have to rent all the factory/lab slots which of course can then be set at a specific amount for alliance members.
These factories and lab slots should be more efficient than in empire. 20% less minerals require for factories and 20% quicker research/copy time for lab slots.
Sentry guns etc:
These should not be overkill; a couple of cheap ass turrets is enough. The main defence should be made by the players. Such turrets should be enough to make possibly a group of frigs or a few cruisers think about what they are doing. These should be for protecting the back routes, where indy travel is necessary when mining.
POS:
These are the most depressing thing in EVE. I think we need to get away from the big ass impenetrable fortress of overpowering doom scenario. Again, a couple of small turrets to stop frigates should be enough. They should have huge shields etc. I do not think that this should be a set amount. They should have a fast recharge rate as well as a large amount of shields. It should be the same for the PCS. Alliance mail should be sent if either is attacked.
The uses of POS needs to be dimmed down. Leave factories, fitting and lab slots to the PCS. They should be simple moon miners and refiners, as well as a stop of point for abandoning ships and logging off within.
The thing that most frustrates me about 0.0 is the stupidity of trying to build anything that requires low-end minerals. Mining it is not worth it. POS should mine low-end minerals and the stuff for Tech II components, depending on a choice you should make when you begin the mining. This will allow people to produce in 0.0.
My overall opining with POS is that they should be small operable outposts that offer moon mining and refining. They also offer a safer safe spot and a place to pick up equipment. They do not have huge offensive capabilities but have decent shield defences.
I completely agree about bordering 0.0 regions. These should not be claimable by alliances. They should have NPC stations with agents and everything else. These systems should have higher end ores, such as dark ochre and gneiss. These systems would be like a step down to 0.0. A good way to get the lvl 4 agent *****s into these systems would be to give them standings with the pirate factions that have agents there. For instance, if you work for the amarr navy in empire, you also gain standings with the angel NPCÆs in places like GW.
