The use of the 'unfortunate' is due to timezone issues with getting you guys an answer. Shanghai itself is a really chill place.

So I've spoken with CCP Tyr this morning and he's let me know what the deal is.
We'll be starting sales on Flights, Hotels and Fanfest Tickets during the first half of this month (November).
Keep an eye on the news over the next couple of weeks, as the offers and packages will be starting to come soon.

We've started planning events and there are so many exciting ideas in the air :). I basically want everyone to be here in 2013 because it's going to be awesome!
Fanfest ain't easy on us Community dudes but it's sooo much fun. Last time I did 14-16 hour days for a week and usually a few hours of partying with players on top of that and I CAN'T WAIT to do it again ;)

What is the saving likely to be for booking this month opposed to booking immediately before the event?
It's going to be quite substantial. The more seats get booked, the higher the prices of flights will be typically.

But then again why go when i know none there anyways :P Somhow i have managed to bring my loner personality into gameplay as well It's easy to get to know new folks at fanfest. After all, you all have something in common. That's the hardest step out the way. Go to the round tables, go to the pub. It all helps.
+1 on this. I've seen many examples of people coming alone to Fanfest and leaving having made a bunch of new friends and even joining a new corp :). Everybody is friends at Fanfest.

On a less geological note... Fanfest 2013 is going to be EPIC.
As CCP Guard said, we have so many plans for this year and so many things that we want to do that it's kind of mind boggling
We're pretty confident it's going to be an epic show, though... and no matter how many hours we have to work to make sure you guys and EVE have an unforgettable 10th anniversary, we'll be there.
