First of all, ishtar does not outdamage a deimos. Second, ishtar has three turret hardpoints and two utility slots so a "rack" of three guns is hardly impressive. Yes you can fit 3 neutrons with the grid, but not much of anything else.
Ishtar is well suited for tanking, since it has the utility slots already in place and a gimpy grid (after repairers) you might as well use nos. Also, with the range on drones why would you want to even put yourself in web range for an extra three turrets on the enemy?
I did the calculations on 15 Ogres at lvl 5 heavy drones (totalling one buttload of invested SP) and it comes to 330 dps, but most people will have closer to 275. Most other hacs can easily reach that, and despite their versatility I don't think they're as popular as zealots, muninns and deimoses simply because most people are not willing to invest that much SP in an offensive system that is barely a secondary weapon on other ships. Combined with the fact that you CAN die before your drones even get into hitting range, and with the fact that your drones getting shot down or smartbombed means you're a sitting duck.. the ishtar is not as overpowered as you make it seem to be.
Its a fun ship, but if I wanted raw damage I'd go with deimos, and if I wanted EW i'd go with blackbird, and if I wanted tanking I'd go with zealot/sac. Versatility is nice but you want specialization sometimes.
Zealot does a lot of damage, yes, but if you fit it to tank and not gank its not as impressive, especially now that it can't hit you with MF at obscene ranges. Cerb on the other hand suffers from different problems than those you stated. Its not a raven. Meaning you can't nos frigs out and up to 20k, and if youre lucky you might be able to web up to 15k. That means you can get tackled while standing no chance of hitting an interceptor (well.. with the way missiles intercept now thats hardly true, but in general ok?)
The damage it does is kinetic, which is probably the most commonly tanked, and already very high on gallente hac. Its also designed to shield tank but it has zero EM resist which puts it at a disadvantage. Vegabond on the other hand is the only one I have no experience flying, but I do have experience fighting them and the EM/Therm tanks you can get on it are insane. Its also fast so that pretty much lets you control the battle against other hacs, and I've seen them rip a deimos to shreds just cause the pilot stayed around 9km (both webbed) letting the AC's with high falloff do their thing.
I'm not saying they don't deserve extra slots, but right now things do seem to be balanced by stats. The only wierdness is in ships like eagle who are meant to snipe which makes you wonder why you're using a hac at 40k (where other bships will hit you) when you could be using a bs and doing much more dmg. And those minmatar hac are pretty nasty in gank setups, doing as much as tech 2 gankageddons in some cases. _____________________________________ Perpetually driven, your end is our beginning.
