It still is not going to make people migrate to 0.0 space. 0.4 to 0.1 is still empire space.
It is still not unrestricted PvP. You may lose sec status or get hit by sentries.
The resulting complaints may force CCP to up the number of sentry guns in the gate and stations.
Missions make their own safespots. If you are missioning in deadspace, the risk of being attacked while in the deadspace is just the same whether it is in 0.0, 0.2 or 0.8. Then you just return to a station already protected by sentry guns, faster yet if you have instamarked the station itself.
Making the money itself is not the negative thing. It is supposed to be positive since people in empire space could better accumulate the ships and the resources to move out to 0.0 space or afford to do more PvP. It also creates markets for 0.0 people to sell their overpriced booty modules, since the empire people can now afford them.
So having more money in empire is actually good.
But what is wrong is the LP system and the rewards. The LP system is not transferrable. People already accumulatd tens of thousands of LPs ARE NOT going to move to another agent regardless of location come heaven and hell. The LP system forces players to stay in that system and keep whoring the agent to no end. Nobody wants to leave, not even the most hardened alliance player (certainly not afraid of 0.0) because he or she cannot transfer the LPs elsewhere.
And what makes the player ***** the agent endlessly? Because they want that faction ship or prize. Many of these players have done everything in the game. They have mined, traded, pirated, fleet battled, NPCed and so on, and are left with nothing to look forward for. Except for that one prize that would represent the trophy of all their achievements in EVE. A rare faction battleship.
Many of these playera are already super rich and should be enjoying their excess wealth by having some PvP fun, but instead they continue to keep slaving endlessly in missions for more LP to get that ship.
The current change to lessen LP rewards in high sec space gravely WORSENS that situation because it is not going to force players to change their agents, thanks to a nontransferrable LP system. It is only going to make them harder and stay longer in empire until achievement is completed.
By the time they earned that 500k LP points to get a battleship, their EVE lifestyles have profoundly changed. The whole thing has become a habit and lives on its own momentum.
Lately, CCP has dangled carrots like elite BS, dreadnaughts, carriers and titans. The reaction of the EVE population is to keep grinding away. Once again, on missions.
Why does CCP want you to do missions? Here's why. In the real world, you spend a lot of money for the salaries of the employees and developers creating those missions and new content. If few people could only use or play that new content, the company has wasted serious *real* money.
Examples of content CCP invested a lot of money on but relatively few people went on to use them are logistics ships and POS. It is no wonder that a dev stated they are not going to design and implement ships people are not going to play with.
Think of it this way. Let's say I operate a theme park. If I spent a lot of money creating a new ride or attraction, dammit I better have a lot of people enjoying it to make use of my investment---even at the expense of the other rides and attractions.
Back again to the faction battleships, the elite BS, the dreadnaughts, titans and carriers. All new content that takes real money to develop. And once again, CCP WANTS you to ENJOY the new content even if you are in empire, and so CCP gave you the tools for it (l4 missions). After all, the funds developing the new content ultimately came out of your subscription. And CCP has to answer to the investors.
Because of this BOTH Empire -and- 0.0 people MUST utilize the investment of new content, investment that takes *REAL WORLD* greenbacks and kronin. You cannot have it any other way. This is not an issue of risk vs. reward---hence why many people cannot understand this---this is a more fundamental real world issue, a business issue, of CCP maximizing its investment on content with maximum player exposure.
