Watch list notifies you when they log on so if you see them pop up then you know at that moment they are not sleep or afk. I also use the tactic of staying logged on when at war just so they dont get the notification. |

So far as I can tell, the watchlist only tells you if someone is on or offline. It doesn't tell you where they are. I don't see a problem here.

I have advocated in past for the removal of watchlist+station guest list+local, on the grounds that they are an invasion of privacy and a crutch for pathetic losers who got nothing better to do than **** on the face of the guy next to them because they know they are there.
at least you have to pay a fee and wait a cooldown for a locator agent to work its magic
not sure what else to say about that, its a bad system and im all for removing the ability to see who is online if they arent mutually friendly or on grid with you

It is working as intended.
Yeah alerts should be mutual and anyone who isn't your friend their log on times should be a complete surprise.
Locators should be instant and dumped down to constellation or something as well. Too many CCP mechanics doing real human scout work.
The intended way sucks balls BTW. |
