I would have taken the sentry guns out and replace them with patrolling NPCs.
I would put conquerable stations in every 0.0 system.
I would put agents on these stations.
I would put refining, rent, manufacturing, and agent bonuses for the current owners of the system. If enough stations fall under your control, you ahve sovereign control of the system.
I would make stargates conquerable and jammable. If a stargate is conquered, ship belonging to pilot of corporation or alliance at war cannot use it.
The map would have effective cloud of war. You can only see what is happening through another ship of the same corporation or alliance. Thus the map would only display information on the star systems visited by ships of your corporation or alliance and only updated at that time of visit.
I would implement probes. A probe left on a system wound ensure that the corporation or alliance owner of the probe would have access to information on that system from the map.
Operating costs of POS is much cheaper and POS use extends to 0.4.
More Tech one battleships including a new Caldari shield tanker railgunship.
I would allow the Typhoon to use six turrets.
I would slightly beef up the grid and increase the cap on the Brutix.
I would create a transferable LP system on agents.
I would get rid of faction ship rewards and instead issue faction ship BPs from navy agents. People can build faction ships and not be afraid to PvP with them, as they will not cost that much.
Alliances in 0.0 space can build pirate faction ships from BPs obtained from pirate loot. No more get these ships from pirate agents only. They will not be afraid to PvP with those ships due to affordable cost.
I will try to lower the cost of T2 items and ships. Streamlining T2 ship and weapon component requirements.
I would implement scanning ships that would hunt down safespots.
Increase the web and warp scrambling radius.
I would make warp scrambling against a target random at like the toss of a die. Through skills you can increase your odds of successful scrambling.
At the same time, escape from a warp scrambler, even with a warp stabilizer, to be random based on the toss of a die. Through skills you can increase the chances of breakaway.
Missiles will have a tracking system. Big missiles will not track against small targets.
Log off persistance extends to five minutes.
