I have no reason to think either would do that though if I'm honest, so I guess just stay neutral. Realistically if the HBC and CFC went to war it wouldn't be a Sov War, so personally I'd offer Cloud Ring as a sort of Thunder Dome where they can fight each other, put up POSs for staging and stuff and basically fight a proxy war for fun.
