Tbh this would be horrible for baiting, because with so many sites clustered together you have a really hard time finding the one where the ratters are in.

Outgoing wormholes don't have to be statics. It is to be expected that a system with so many signatures has several wandering outgoing wormholes, in fact I'd expect more than just one. Wormholes accumulate in a system until activated just like sites do.
edit: Well not the same as sites since there is a maximum number; I think there can only be a maximum of four outgoing wormholes and seven wormholes in total in a system.

In years of wh life I have seen seven wormholes in one system several times, but never eight. And I think the devs said after Apocrypha that seven is the maximum number. If there is evidence to the contrary I'd be interested to see it.
Once I had ten wormholes in one system over a period of 24 hours, but not more than seven at the same time; one of the holes had always collapsed before the next one spawned.

I learned something new today, because I actually had a C2 with eight wormholes existing at the same time. I double-checked every single one to make sure, not one of them was even at the end of its lifetime.
The C2 is J231517 and it connects right now to Sonama and Sivala (both HS), to Miroitem (LS), J125727 (C2), J104459 (C3), J115018, J145318, J104311 (all C4). Some of the WHs are now EoL but all still there.
Five of the WHs are incoming, three outgoing (the two statics and the C3).
