There are PvPers (basing the concept of PvP on shooting guns) and the carbears. Assuming the PvPers in Empire outnumber the carebears in 0.0, which is a big assumption. Not the most accurate or perceptive observations, but there is some truth in it and it addresses the concern of the original poster. So before posting all carebears must die think of where the money comes from. People have to except the risk of <0.5 but its an mmorpg and has to cater for all types.
Here is a crazy idea. The numbers are not really a big deal. The real diffrence is your idiot carebear mines veldspar for 3 months for a billion isk.... then complains. Your person who is labeled a greifer tends to mine for 3 days to a week every month or so in 0.0. Gets a few billion isk. Then f's around losing it in a crazy pvp cr@p in empire. Almost everyone carebears. Even ur most bad ass pvp corp can be found carebearing it up hardcore when short on cash. (as in alts with large mining barge)

Hey, that really isn't that much of a joke right now. We currently have quite a few proven and reliable merc corps. I sure as hell know we can be bought for a very reasonable price once our current contract has expired.

Yup, but the PvPers whine as well. The insta BM and agent debate have merit but there are PvP whines as well. Such as, all loot should survive. The one which shows a PvPer to be a griefer is the whine that kill mails should include implants. Why? Because the guy wants to know how much 'grief' hes caused. Thing is, there are less PvPers but there seems to be equal whining on both sides. Does that mean PvPers whine more? Or does it mean they are more vocal?
Nobody whines like a mid sec ganker who gets caught my multiple BS in an 'unfair' fight when hes been killing haulers all day. The key point is both sides are important to the game and compromise has to be made to achieve balance. So people have to look at it from both sides.
BTW the carebears don't mine the Veldspar anymore thats why people are whining about inflation.
EDIT: On a final note. The carebear corps do horde billions while a PvPer lives hand to mouth. However, whos going to buy those dreadnaught BPOs that PvPers need to take down the carebear POS. I can't see the PvPers mining their ass off for weeks to build one. Cycle of EVE life.
Actually that is not to know how much greif one caused. Like I was saying earlier we are now seeing actually merc corps and contract killing. Up until recently hired guns have been a joke, but now who can resist hiring a group of juggurnaut style pvpers.
Anyway, the implant on kill mails thing is to help gauge just how much damage a corp is inflicitng on a target. When you are hiring some corp for a billion isk upfront you sure as hell want to see proof as to you getting your moneys worth. A full set of uninsured +4 implants makes that fee almost worth it.
Also recently I heard of an incident where a friend killed a friendly who had implants. Right now there is arguing over whether he should be reimbursed for the set of +4s on top of his ship/mods. Since there is no really proof of the implants ever exsisting (no loot no kill mail destruction note) it has become a very scetching argument.
